[Imports] The Deutschen Zentrums für Luft- und Raumfahrt (DLR) donates albania data

I have imported a bunch of streets from the floodzone here

You can all help in the merge process to make sure there are no
duplicate nodes.
Also I have started the highres photo mapping of the floodzone,
the files are split into 1500x1500 chunks like this :
