Having looked more closely, I see you're quite right. I did more research
into sources of data, and found that Wilderness.net is now the sole
current aggregator of Designated Wilderness GIS data. Their data is as
high resolution as the FS/FWS/BLM direct download sites, but a compilation
of all agencies, and more coherent.

I contacted the maintainer of the data, and was assured that all the data
is public domain, and as current as possible. Further, they provide
per-polygon update times, and contact information.

Wilderness.net also adds the unique Wilderness ID to each polygon,
allowing for a much easier process to keep the OSM database up-to-date.
