[Imports] Imports without coordinates

If the node is already tagged as a restaurant etc, and the address matches 
then adding a tags for the washroom information sounds resonable (if they 
washroom type tags don't already exist on that node).

However, adding washroom information to address interpolation nodes (a node 
that is an address but ins't intended to represent a particular place) 
sounds like a bad idea.

Adding nodes based on geocoding in an automated fashion sounds also like a 
bad idea to me.  A lot of nodes for places (ie restaraunts etc..) are accurate 
in the 2-20 meter range while the coordinates you get from geocoding will be 
far less accurate.  It will also be hard to  filter out duplicates, how many 
of these washroom are already in OSM?
