[Imports] Importing Arkansas data

Richard,

Our tool tags the nodes and ways afterwards, so at the end the source and all the tags will be added as required. 

In the same subject, we have quite a lot if roads in Arkansas that do not show in OSM and was going to be the next step next week. 

Let us know if still you would like us to stop.
