[Imports] Mississippi Geospatial Clearninghouse data imports

I've created the page and posted to the list, that's about as far as
I've got.  I have imported most of the data into my local postgis
database, tho.

As for the license, they don't have a license posted on the web that I
can see.  All I have is the email from the guys at MGC saying it's
public domain.  I have a copy of the email and I put a copy of it on
the wiki page that I forgot to post a link to.
