[Imports] subnational boundaries for egypt and mauritania

Hi Ian,

Usually what I do when working in a new place is look at recent edits
and the profiles of those mappers.  It allows you to find people
working in an area. I then message them through OpenStreetMap.  You
could also inquire on the osm-talk list, maybe someone can help point
you in the right direction.

I believe there are people mapping in Egypt but I'm somewhat doubtful
in Mauritania just from looking at how little editing there is there.
