Is it worth looking at the NZ community's toolset for this work? It'll
allow you to test and refine tagging across multiple source layers (from
shapefiles/etc), and then break up the work into "human-sized" chunks, and
keep track of what's merged/not - especially if you have existing data and
need people with local knowledge to do their local areas.
