[Imports] Import request - Piemonte and Torino

Hi again,
I was wrong in saying that Piemonte requires attribution
ON THE MAP ITSELF for this particular dataset (sorry), they just
require attribution and say what should be the attribution.
However, the question was asked here about another Piemonte dataset:

One of the answer was that for CC-BY 2.5 you need to get "permission to
forgoe downstream attribution and attribute via the web site".
In effect, websites (other than osm.org) or portable devices that re-use
OSM tiles or data have no link to the appropriate wiki page.
Even osm.org as only a direct link (from homepage) to
http://www.openstreetmap.org/copyright/en where the list of CC BY
conributors is far shorter than
http://wiki.openstreetmap.org/wiki/Import/Catalogue
Sure, CC-BY is not CC-BY-SA.

Still on the following page

there are "attribution" datasets tagged as "Formal Discussion
Required".
Is the need for "permission to forego downstream attribution and
attribute via the web site" the official status for CC-BY imports?
