[Imports] Imports from Shwanee County GIS

Hi,
I have done some importing of data from the shawnee county gis.
Paul Norman reminded me that I need to follow the guidlines.

The landuse data is stripped down to just the postcode, streetname and
bounding box. additional detailed landuse codes are prefixed with lbcs.

Basically I extract the addr:* data and then manually tag the landuse. also
I am manually tranferring the tags to the buildings contained.

I have all the data here in json format and can enrich the data with more
info if wanted, you can see info about the

The only restriction of usage of this data from the kansas public data is
the law http://kansasstatutes.lesterama.org/Chapter_45/Article_2/45-230.html,
but I am not including the owner names or mailing address of the property.
The osm database could be used for mailing people but we are not making it
easy for people to use it for that.
Trulia and zillow use this data with all info.

I will be using my new import account and adding the data to the wiki.
