[Imports] Making the current guidelines/code of conduct about imports/automated|mechanical edits clearer and merged

In attempts to fix the same problem in the US, we're taking a
different approach.

We're forming a committee of the US Chapter which will work with
potential importers, see if their data belongs in OSM, if it's
licensed properly, if it would better as an external dataset, handle
conversion and curation etc. And we'll be responsible to the US
Chapter board and community for documentation

Then we'll use that practical experience and need for documentation to
produce better docs that reflect the issues that people get into- not
only policy but also guidelines.
