That would be an idea to improve. But, setting a threshold is runing the risk 
that someone, reading too literally the policy to import 
threshold-1 objects ignoring all other recommendation because he might think : 
well, I'm bellow, there is less problems, so it's okay.
(Maybe he thinks some software prevent that, or he thinks he will be contacted 
and annoyed over that limit)
