Well, not for all cases, but the rule is still a bit fuzzy.
I'd say most imports need a second account, but there is a tolerance for small 
scale ones, with few objects imported and manual review.

On a side note, even if I agree this should be reviewed, this isn't the goal 
of this thread.
This thread aimed at making the _current_ practice clearer to everyone. Only 
in a 2nd step we'll discuss about how to discuss it/change it.
