[Imports] Bad address import into Albuquerque… again

Does anyone know if this fellow…

consulted the imports list/anyone before doing his imports? I can't find 
any record of discussion.

The City of Albuquerque has a great public-domain address point dataset. 
Except, it uses a different schema than OSM and is *worthless* to import 
as-is into OSM. Which unfortunately hasn't stopped people. See:

I'm waiting on the original mapper to respond, but I don't think there's 
any other way to proceed other than a revert.
