A few comments:

- It doesn't look like you consulted with the imports@ list before you did
the imports in the Czech republic. Did you at least consult with the local
community?

- If you want to proceed with proposing this import you're going to need to
consult with the local communities of each country you want to import into. 

- The data you've imported so far (e.g.
http://www.openstreetmap.org/browse/relation/2212507) needs serious
clean-up. This tagging should have been reviewed. A revert might be easiest.

- You might be best providing this as a data layer of some kind.
