[Imports] Spanish Cadastre ELEMTEX

Carlos Davila announced in March a proposal of the Spanish community
to import data from Spanish Cadastre documented in . Currently the
project continues evolving to present here a version that fits the
suggestions made then. One of them was to divide the importation into
more manageable subsets.
This is a proposal to start importing one of these subsets called
ELEMTEX. It has been debated in the Spanish list and documented in
. As a reminder of some important points:
* The Spanish Cadastre data are in shapefile format divided by muncipalities.
* It is developing a tool (Cat2Osm) to convert the data to osm format.
* Dedicated users accounts have been created for each of the Spanish
provinces and assigned to volunteers responsible for the import.
* These members will download the Cadastre data sets, convert, review
and upload the result.
The ELEMTEX layer contains text labels about unpopulated places, many
small populated places and points of interest (like police stations,
post offices, hospitals, schools, etc), but they are not categorized.
These data are extracted with an option of Cat2Osm. The result consist
of nodes with the tags name=*, source=cadastre and source:date=*. The
job basically consists in manually check nodes, assign tags most
suitable to describe the elements based on the name and local
knowledge, drop which of them that can not be classified, correct
other errors like spelling and conflate with existing OSM data.
As example two files are attached. The first is the output generated
by the program Cat2Osm for a municipality . The second contains the
data reviewed manually .
