[Imports] Boundary of Tonga

Hello,

by accident I have just noticed that someone created a relation with just a
rough polygon for Tonga. It looks like Frederik's dataset never made it
into the database.

Despite all suggestions for improvements I think the dataset proposed by
Frederik was already much better than what's in the map right now. So I
would suggest to use it anyway.
