Nope.

There is a technical barrier to download the original data, which ensures that 
only minimally skilled people who at least have read some documentation will 
run cat2osm.

Consensus in talk-es is "somebody picks a municipality, downloads it, cat2osms 
it, cleans it up, and uploads it before starting on a new one". We're making 
sure everyone knows that. Any people not doing this, we'll slap them in the 
wrist.
