[Imports] Finland: usage of NLSF datasets (repost)

Cross-posting to CommonMap.org and to Koordinates.com since the source
data is definatly usefull to these collections.
I'm requesting a new data source be created for Finland data, and
anyone is welcome to be the data custodian for it.
