[Imports] Joining/merging address attributes to existing footprints

I've done some work processing address points and building footprints from .shp to .osm

If anyone would like to take a preliminary look at the data and/or test the conflation plugin that Josh is working on, here are some example sets. I am still reviewing and testing these data myself, but I thought I'd share for any useful feedback, comments.
