[Imports] TIGER name expansion bot

Import folks,

While not strictly an import, I am writing to let folks know that next
week, beginning on Friday we will start a TIGER expansion bot in the
United States.

This code will expand out road names from "Main St" to "Main Street"
and so on, using the TIGER tags as the basis for expansion.

The effort has been discussed at length with the US community, has
been vetted by the US community, gone through a formal public code
review and is now in its final "patch submission" phase.

I am in the process of writing a Wiki page on the bot, and the
changesets created will link to the bot (including the version), so it
can be studied and built upon by others.

I'm writing this as a head's up for the global community about this
automated process.
