[Imports] We have some provided data in *.dwg and *.dgn formats that we need help converting

It depends on the exact versions, there is libredwg.
www.gnu.org/software/libredwg/ Otherwise there are some tools that have
restrictive licenses,
I would suggest to convert to dfx and then you can use my twonickels tool
on github.
