Regarding the 4 object ID's you referenced, looking at the other tags says
they belong to 44th street which is the east west way.  I don't know why
there are extras though.  Regarding the data/imagery alignment, most of the
data in the area is mis-aligned but all by the same offset.  When I started
working in the area a year or so ago, there were not enough GPS traces to
do a proper alignment so I aligned the imagery to the existing tiger data.
Turns out the imagery was right and the tiger data was wrong so I need to
go through and remove this offest, I just haven't done it yet as I want to
come up with a good way of doing it so I don't break things.  For adding
these signs I will just add nodes in the existing way, without changing the
alignment for now.
