[Imports] CLC import

Hi,

P. Norman requested me to inform you about my efforts to import Hungarian Corine Land Cover data into OpenStreetMap. I'm already imported some areas and have already had a discussion with the local CLC import community.

I started my edits under my username "szali" but further edits are done as "szali_clc_import".

(P.S. I'm not really sure what is the purpose of announcing this here. I haven't found any announcements of other Hungarian CLC importers here, though I know at least four of them.)
