[Imports] Japanese KSJ2 data re-import (to fill up some erased)

=
国土数値情報 = "National-Land Numerical Information"
(行政区画) = "(Administrative boundary)" # will change here to (Forest) or
(DATASET_NAME)
平成24年 = "dataset published in 2012"
国土交通省 =  "Ministry of Land, Infrastructure, Transport and Tourism (MLIT
Japan)"

It may be reasonable that is to be switched to "source:ja" or some.
But previous KSJ2 imported objects all have it as "note:ja", and we had
made consensus with the licencer with this way.

After the another discussion (within JP community, @import, and licencer),
changing them to some other tags are worth seeing.

Yes, their accuracy is not so good (1/25000), and has some problems as you
mentioned.

1. It does not consider to some amenities.
(golf course is considered as "wood" in their dataset.)
2. It does not fit with current coastline perfectly.
(JP coastline data is from Yahoo/ALPS import data, so some misfit may occur)

I will try to merge them with current data, while importing.
