JOSM negative numbers differ from negative numbers in the XML. 
Specifically, when a file is opened negatively numbered IDs are assigned 
a new negative ID that does not collide with any existing negative IDs 
in what JOSM has open.

Don't do that, that would be wrong. There are ways to load the 
appropriate data in JOSM, which I'll type up tonight if I have time.
