Ok, well how about with non-bot edit ways excluded?  If a hand mapper
touched a way, exclude it.

There are huge tiger deserts, often with ways that were really vastly
improved by the new tiger, often even more than 25 feet.  Excluding hand
edited ways, but accepting shifts of greater than 25 feet, has potential.
