[Imports] Old Dhaka Building Import

Hello,

I'm preparing a data import for the old city in Dhaka of buildings, in
support of the Open Cities Project<http://opencitiesproject.com/cities/dhaka/>,
which will involve data collection of buildings using OpenStreetMap.  The
import will be of both building structures and ward boundaries,
specifically within wards 67, 68, and 69 and possibly extending to wards
63, 64, and 66.  You can see an outline of the import plan at
http://wiki.openstreetmap.org/wiki/Dhaka_Building_Import.

I'm hoping to import the data by the end of the week, before August 16th.
 If there are any questions or concerns please let's discuss before then.
