+1, there should probably be a definition how many minutes the building has
to be resistant in order to get this attribute (it would have been better
IMHO to already have the minutes in the value, that is how this is normally
done, e.g. F90 (German standard) would be at least 90 minutes resistant and
essential parts non inflamable). There are also other parameters for
windows and doors (whether smoke passes), etc., already generalized
according to the specifics of the materials used and the way they are put
together.

"fireproof" seems a further generalized reduction of several values (of the
parts). E.g. the staircases, the ceilings/structure, roof, windows and
doors to adjacent fire compartments, etc. If this should be of any use
there must be more definitions what it expresses.
