Did you run JOSM's validator on the whole file? It pointed out that
there are 3 multipolygon relations but none of them have any members.
What software are you using to do the conversion? Seems like it might
be trying to make multipolygon relations (maybe for buildings with
holes in them?) but is somehow failing.
