Thanks for the feedback guys,

I'll copy the http://wiki.openstreetmap.org/wiki/Import/Plan_Outline to
http://wiki.openstreetmap.org/wiki/NOAA_ENC_Direct_to_GIS_Import fill the
blanks and call for another round of reviews.
