Thanks a lot everybody for the input and especially to Malcolm for the
extensive review of my OSM files.
It seems currently the import tool is capable to convert the NOAA ENC
to more or less satisfactory OSM files.
As a next step I would contemplate the automation of the import
procedure itself. I put the updated proposal to
http://wiki.openstreetmap.org/wiki/NOAA_ENC_Direct_to_GIS_Import#Data_Transformation
Hopefully it would take care of previously raised issues of dealing
with items edited by other users after initial import is complete.
Your feedback is greatly appreciated.

PS The import guidelines suggest putting the OSM file for review, is
there any commonly accepted place or
any place would do?
