Please take into account that the global big file is just to have a
quick overview of the data and that all nodes, ways and relations have
been just concatenated to that file from the split files. So obviously
in that file streets wont be joined and if a node or way appears in
two of the files it will be duplicated.

The point of separating it in so many files is for mappers to have it
easier to edit correctly small pieces of data and merge it with OSM's.
It's better to do it slowly and correct than fast and with errors.

However, it is true that there might be some buildings that have the
same geometry as its parcel but with one or two more nodes, so the
program didn't use to see the two geometries where the same, pass the
building's tags to the parcel and remove the building. So in the
result we've uploaded you, there will be a few geometries duplicated
with a parcel and a building just one above the other. We've already
fixed that.
