[Imports] Using XAPI with development server

To debug my import script I'm using the the
http://api06.dev.openstreetmap.org/ URL. The import script uses XAPI to get
the existing set of seamarks.

I can get the XAPI for the main data base, but can not figure out how to
get XAPI for the data at http://api06.dev.openstreetmap.org

Any hints would be appreciated,
