I'd suggest not to use tags for default values
(oneway=false,lanes=1,level=1 etc), otherwise you may end up with a lot of
paths with spam tags.

The source tag should be for changeset, not for each way. This would be
semantically correct as import is an event, change in database, not object
source. Also technically changesets and their tags cannot be overwritten by
other editors later, unlike ways. So you can be sure that the tag is always
there.
Please share your source files also for wider community evaluation.
