[Imports] ADD import (Antarctica natural features and POIs)

Hello again,

import preparation is completed now, i put up links to the data and 
import instructions on:

Everyone is invited to contribute and participate in processing the 
tiles.  I plan to start at the western end (tile 01) and work myself up 
to the difficult part (the Antarctic Peninsula).  Most of East 
Antarctica (tiles 17-33) should be relatively easy, these tiles are 
quite small, contain no large ice shelf polygons and can be processed 
in JOSM without switching to geographic coordinates.  Just 25 and 26 
are somewhat larger.
