IMHO imports should only be done by longterm / experienced mappers, because
otherwise you get what we already have gotten from many imports ;-)

Maybe we have come to a point where imports generally can't be done (any
more?) automatically so we should point this out? The alternative, nowadays
often chosen, is to offer the data in osm format and the correct reference
system in small packages to interested mappers for manual conflation.
