[Imports] Belgium address import

I also completely agree with this. This is also in our import proposal,
there is a clear agreement on putting the information on building outlines
as has been the case already with surveyed addresses here in Belgium. Serge
really nicely summarized the exact same reasoning we have been using.

To summarize some things again about what we are trying to do:

- We are not doing an automated import, the idea is that people can use the
information in their mapping activities and add the information to the
buildings they have traced or to add the information to buildings that are
already there. The data is not accurate enough to mark the entrance of
buildings, we will no be doing that.
- Maybe we need to emphasize this a bit more in the proposal: it will not
be acceptable to upload the raw address nodes from the
http://addr.openstreetmap.fr/vlaanderen/ tool.

To summarize some things I picked up we still need to do:

- Get a better feel for the quality of the data and formulate this in a
better way than just saying 'good enough'.
- Find a way to check where that was used and do some follow up
- Find a way to 'enforce' these rules.
- Find a way to keep track of progress.
(- Find a way to compare our addresses with the CRAB database)

I'm sure we have some volunteers willing to take some of these tasks on but
this a lot of work for a small community like ours.

That doesn't mean we don't understand the need for these things.But maybe
there are suggestions or pre-existing solutions to these problems? Q/A
tools I'm unware of? Maybe use the TM to follow-up on the import. Any and
all suggestions are welcome!
