For tagging the area of a river covers waterway=riverbank exists. 
IMHO it would be more useful to change natural=water along a
waterway=river to the tag mentioned above instead of inventing a new tag
to differ a wrongly used tag (natural=water on riverbanks) from its
"normal" usage: standing water bodies.
