[Imports] cleanup broken import "fix"

I am done; due to some conflicts (a user surveyed some TIGER and other
data meanwhile) and timeouts there are three changesets:

Some selected pieces of data which show the quality of imports and
also the usefulness of all the IDs for comparing when new data is
imported:

It seems due to the "good example" of mapping water bodies with
water=lake;pond some mappers of a region where that import and "fix"
occurred were inspired to tag water bodies like this. Nearly 500
"water=lake;pond" show up around here in a area of 100x120 km:
