When CC-BY licensed imports were discussed, we have generally made sure
that the rights holder is OK with the form of attribution that we are
able to give (i.e. *not* attributing the source on every map made from
OSM data).

In cases where such a clarification hasn't been sought and given, CC-BY
licensed data should not be imported into OSM, and if it has been
imported nevertheless, should be removed.
