[Imports] Rimini Address Import

Hi,

the italian Rimini municipality has released as CC0 all the address of 
the city.

This data was badly imported the first time because the inexperience of 
the SIT municipality, resulting in a pure data upload (changeset 
20285859) and the consequent mechanical revert (changesets 20496931 and 
more...). After a long discussion between the italian Osm group, local 
mapper and the municipality, teaching the correct way to do it (using 
the wiki, creating a page with all the instructions, informing the DWG), 
they have ready a second attempt for a correct upload. Here is the wiki

To be short:

-Conversion to WGS84
-Add all the needed tags (addr:city, addr:country, addr:street, 
addr:housenumber)
-Check against the existing data with an overpass turbo query and 
integration.
-Upload with correct attribution.
