Petr,

You're clearly frustrated, but we're all trying to work towards a
solution. Unfortuntely, as you point out, I don't speak Czech. I did
spend a week in Prague, if that counts for anything, but I didn't know
the addressing system.

If your English is up to it, I propose we try to meet by Google+ or
Skype. I've found seeing other people's faces can help reduce
tensions. I think this will be a good way to move this discussion
forward quickly.
