[Imports] imports distorting usage stats of source:maxspeed tag

You asked a related question about a year ago of the DWG (Ticket#2013032010000039) and I did some research at the time.

-          The user in question was a prolific mapper who added max speeds and source tags to indicate where he got the max speed information. His use of source:* is consistent with other uses of source=*.

-          The mapper in question (NE2) has been asked to leave the project and can no longer edit.
