In case of boundaries do not assume that data is accurate just because 
it is provided by an official authority.  I don't know the situation in 
Puerto Rico in particular but elsewhere only a fraction of boundaries 
are defined by coordinates.  If a boundary is defined by a natural 
feature like a ridge, river or coastline and this feature is already 
mapped in OSM you will need to manually check if the existing data is 
more accurate than what you want to import.
