Good question, Sander:
In France, I see they use a ';'. I checked taginfo and there are 12
schools with school:FR=primaire;collège, 7 with
school:FR=primaire;secondaire, 3 with lycée;collège, another 3 with
élémentaire;collège and some other combinations. All of them use the
';', except 2 that use the ',' instead.
The isced:level doesn't recommend any way in particular. It gives 3
possibilities (example a school with levels 0, 1 and 2): '0,1,2',
'0;1;2' or '0-2'.
I would bet for the ';', writing the different levels from lower to
higher: school:ML=primaire;secondaire or school:ML=secondaire;lycée,
but not school:ML=secondaire;primaire or school:ML=lycée;secondaire
