[Imports] Import of 14, 020 United Nations Mission in Liberia place nodes

Hi all:

The Humanitarian OpenStreetMap Team (HOT) has received the permission
to import 14,020 place nodes of the United Nations Mission in Liberia
(UNMIL) to OSM. This import will greatly help the humanitarian
organizations working in the field to control the spread of the Ebola
virus in West Africa. They need these data quite urgently.

The import will have to conflate this data with the existing one, most
of it from the GNS database. It will be done by experienced users
through an specific job in the HOT Tasking Manager, following an
strict workflow.

A wiki has been created as a draft for discussion:

that wiki you have a link to the original data.

Key points are tagging schema and conflation with the GNS nodes and
the rest of the existing place objects in Liberia.

We would appreciate comments pointing to errors, issues, tagging
modifications, etc.
