[Imports] Import of 14, 020 United Nations Mission in Liberia place nodes

Some processing for refugee camps as suggested makes sense but I would just leave everything else at hamlet. For the great majority this will be correct (like 80 or 90 percent of them).

Regarding time for conflation I think like Raphael that it will go quick. I looked in JOSM when I first found this data and the majority are easy to conflate going very fast once you get the workflow down.

As for the short name tag without town, this is unnecessary as nominatim already matches substrings anyway so this would just be redundant.
