Changing the data to place=unknown wouldn't slow very much the
process, as Sander said in his last email. But see it the following way:

I will probably contribute with some tasks (Tasking Manager tiles) for
this import job. If place=unknown is the default for all nodes, one
thing I can do (that will go completely unnoticed for everyone) is to
first select all the UNMIL nodes in that tile, change the
place=unknown to place=hamlet and then follow the workflow, changing
only the place=hamlet for those nodes that are other type or unknown.
Why? Because I know most of them (80% + on average) are hamlets, and
therefore I will avoid changing the place tag for most of the nodes.
Will anybody ever notice that I used that trick for the import? Will
using this trick lead to any different result in the import (bearing
in mind that I will go through all nodes with the JOSM TODO List
plugin)? Honestly, my answer is no for both questions.

This issue is not about what is formally the best solution (it's
surely yours), but what is the formula that makes the job more
bearable for the mappers who will undertake this big (and manual)
import, to make it easier and less tedious as possible. It's just a
matter of being practical. Remember again that the import will be done
a handful of experienced mappers, and that we can always
validate/follow-up the import very easily using the HOT TM.
