Yeah, the method of including the various admin level distric pcodes
in the settlement pcode was discussed by the group when they were
generating them, but they decided against it for exactly the reason
you stated, boundaries change over time.
Regarding the merge itself, it does seem like the script method would
be more robust for sure. Just to avoid duplicating any previous work,
do you (or anyone else) know of such a script? Our plan was basically
going to be to write one from scratch but if such a thing already
exists (or something close) it makes a lot more sense to use that.
