[Imports] Adding pcodes to villages in Liberia, Sierra Leone and Guinea

I made a script that could be used with the JOSM scripting plugin (see
attachment).
Of course the script needs to be adapted (I don't know the actual CSV
layout, and the final tag isn't agreed on either), but I think it will be
fairly robust.
